A whisk, an electric beater, food processor, the old had operated beater, even a spoon or fork. It all depends upon what you want blended and how much blending is wanted.

a whisk should do it if they are liquids

As a chef I would think that you could use a blender, a food processor, or a hand whisk. These three items can do that very thing. I have made whipped cream by hand but it was a long process, much easier with a Hobart mixer. Anyway, I hope this is the answer you are searching for.
